DENVER, CO, Dec. 24, 2004 -- Malcolm Pirnie is expanding its financial and management consulting service capabilities by establishing an office in the Denver area through its acquisition of Rick Giardina & Associates (RGA), a management consulting firm located in Aurora, Colo.

Rick Giardina, the founder and president of RGA, will join Malcolm Pirnie as a vice president and officer of the company. He will assume the role of national director of financial services for Malcolm Pirnie's Red Oak Consulting division, applying his extensive experience in financial, pricing, and management consulting services to over 200 government utilities throughout the United States and Canada to the coordination of Red Oak Consulting projects throughout the country.

With more than 25 years of experience, Giardina has overseen and directed in excess of 100 financial, cost of service, and fee studies, providing management-level advisory services and leading associates and staff by stressing the importance of providing consistent, clearly understandable and value-added results. As a member of several industry associations, he has participated in the development of industry guidelines regarding ratemaking practices. In particular, as a long-standing member of the American Water Works Association (AWWA) Rates and Charges Committee, he was chair of a working group preparing the first edition of the Small System Rate Manual. He's also a contributing author of the recently released Water Environment Federation Rate Manual.

Joining Giardina at Red Oak Consulting will be Joel Theis, a senior level consultant with 20 years of experience in utility planning, financial and economic analysis; Kevin Burnett, an economist with over four years experience; Andrew Rheem, a consultant with two years of utility financial planning and rate design experience; and Tammy Roy, the location administrator.

Malcolm Pirnie's Red Oak Consulting division provides guidance in fiscal planning, decision making and information management to more effectively manage costs, increase revenues and enhance the bottom line to an ever expanding number of municipalities.
