FRESNO, CA, Nov. 29, 2010 -- The Westlands Water District says it is pulling out of the planning effort to restore the Sacramento-San Joaquin Delta. Despite having invested millions of dollars, the District says it won't spend another dime because the plan is being derailed by high-ranking officials.
