CHARLOTTETOWN, PE, July 9, 2007 -- Cogsdale Corporation is pleased to introduce the first client in the state of Iowa. Council Bluffs Water Works recently signed a contract with Cogsdale Corporation to provide a fully integrated software solution including; financial management, people management, asset management, work management and customer management.

Council Bluffs Water Works was looking for a new system to replace the antiquated, home-grown system that they had been using for a number of years. The system was extremely limited and did not enable Council Bluffs Water Works the capabilities to enhance customer service to the level they strive to achieve. Council Bluffs Water Works released an RFP with specific functionality in mind. The utility billing/CIS application had to manage aspects of utility billing for their 22,000 water/sewer customers; be capable of additional customer growth with the ability to perform billing for other communities. The financial system was required to manage all aspects of accounting, payroll, human resources, inventory/asset management as well as fleet and preventive maintenance.

The inventory and asset management portion handles the inventory supporting the critical components of distributing and accounting for water delivery and consumption as well as supply and re-supply of equipment and parts. Fleet and preventive maintenance is necessary to manage, schedule and track the maintenance and equipment of vehicles.

Douglas Drummey, General Manager and Karen Wisniski, Administrative Manager and Project Leader for the implementation stated: "Council Bluffs Water Works is very pleased to be working with Cogsdale Corporation. The Cogsdale solution is a world-class CIS system that will provide our customers the ability to pay their bills online and provide state-of-the-art service to Council Bluffs Water Works' customers."

"We are very pleased to have Council Bluffs Water Works as our first client in Iowa" says Kevin Clancey, VP of Sales and Marketing for Cogsdale. "During the evaluation period we obtained a thorough understanding of their needs and identified that we have a great fit with the Cogsdale solution. We have implemented many similar water utilities across North America, so although this was the first for Iowa we felt very comfortable in the solution proposed to CBWW. Most importantly, we believe that the management and staff of CBWW is ready and committed for the change and improvements that will follow and will be an excellent partner to work with for the long term."

Council Bluffs water system was started in 1881 by the American Construction Company of New York City, which had been granted a twenty-five year franchise by the City of Council Bluffs. The City acquired the water system in 1911. The system has continued to grow since the Board of Water Works Trustees took control and today there are approximately 22,000 accounts service 55,000 persons.
