City of Brunswick WWTP to receive major upgrades under $20M contract

The Brunswick Sewer District of Maine has officially awarded a $20-million project to PC Construction to upgrade its nearly 50-year-old wastewater treatment facility.

BRUNSWICK, MAINE, Feb. 18, 2015 -- The Brunswick Sewer District (BSD) of Maine has officially awarded a $20-million project to PC Construction, a company specializing in general contracting, construction management and design-build work, to upgrade its nearly 50-year-old wastewater treatment facility.

The project is the first wastewater treatment facility in the state to utilize a construction-management-at-risk (CMAR) process, which allowed BSD to select a construction management team based on its qualifications. CMAR -- PC Construction's primary construction delivery method -- encourages collaboration and transparency while maintaining a guaranteed maximum price.

The decision to upgrade the facility, built in 1966 on the shores of the Androscoggin River and upgraded to secondary treatment in 1990, follows a 2012 evaluation that identified operating costs associated with electricity usage, heating and chemical usage serving as one of the largest components of BSD's annual budget.

PC Construction will replace current equipment and systems at the end of their useful lives while improving the quality of the water discharged into the surrounding waterways. The upgrades will help BSD meet its goal to use improved technology to operate the facility with even greater efficiency, while continuing the trend of reducing long-term operating costs.

Utilizing the CMAR process "will allow PC Construction to more easily coordinate and collaborate with the Brunswick Sewer District, Wright-Pierce (the engineering firm responsible for the design) and the Maine Department of Environmental Protection," said Joe Picoraro, vice president for PC Construction in Portland. "Ultimately, this team approach will facilitate efficient project completion and enhanced communication throughout the course of the wastewater treatment facility upgrade."

Preconstruction has begun in preparation for the main construction phase beginning in summer of 2015. The project is expected to take approximately two years to complete, with construction concluding in the third quarter of 2017.
