Portland, Ore., July 2, 2002 -- One of Oregon's leading water-quality scientists has joined the international engineering firm AMEC where he will help municipalities across the state meet new stormwater quality requirements.
David R. Felstul brings 16 years of experience to AMEC's Earth & Environmental office in Portland, where he will work with public- and private-sector clients throughout Oregon on a broad range of water-related issues. His experience includes stormwater master planning efforts for communities from Medford to Portland that address flooding, water quality and habitat concerns.
Next year as many as 30 Oregon communities will be required, under National Pollutant Discharge Elimination System Phase II regulations, to apply for storm sewer system permits or be in violation of the federal Clean Water Act. The permits, in part, require cities to institute stormwater best management practices.
Felstul has special expertise with stormwater best management practices. He has authored guidance manuals, conducted training sessions in Oregon, California and Washington, and presented papers at regional and national conferences on the topic. He also is a member of the Stormwater Subcommittee for the Association of Clean Water Agencies.
Another area of expertise is regulatory compliance. Felstul has helped clients comply with pollutant loading, outfall permitting, endangered species and other concerns. He has worked closely with regulatory agencies to ensure that compliance measures are cost effective.
