Mar. 25, 2009 -- Safe drinking water and sewer service is something many Hoosiers don't think twice about. Behind the scenes in many communities around the state are units of government, called regional districts, which maintain drinking water and sewer services for their residents. The public process to become a regional district includes petitioning the Indiana Department of Environmental Management (IDEM).

IDEM has released a new online and CD-ROM guide to Indiana Regional Water & Sewer Districts. "This guide is meant to inform local governments and citizens about the resources available to assist regional districts and to educate residents about how regional districts operate," said Thomas Easterly, IDEM commissioner. "We hope it will help these districts engage their communities at the local level."

The guide includes sample forms and answers to frequently asked questions. Also included is information on creating a petition, securing funding and hiring consultants for projects.

Regional districts can be created to provide and maintain water supplies, sewer systems and solid waste management plans. The ability to bring public drinking water and sewer systems to citizens can help improve the quality of Indiana lakes, streams and drinking water. Additional benefits include preventing inadequate or leaking septic systems from contaminating the environment. As units of government, regional districts also provide opportunities for members to apply for grants and low-interest loans needed to plan and build necessary facilities.
