Nov. 8, 2002 -- The Heber Public Utility District, Heber, CA has requested assistance from the North American Development Bank (NADB), through its EPA-funded Border Environmental Infrastructure Fund (BEIF), and from the United States Department of Agriculture Rural Development (USDA-RD), to apply towards the costs associated with the upgrade of its wastewater collection and water lines, as well as in building a new US filter water treatment plant.
In addition the District is going to reline its sedimentation ponds.
The Town of Heber, CA is located 120 miles East of San Diego, 90 miles SW of Palm Springs, CA, 60 West of Yuma, AZ and 6 miles North of Mexicali, B.C. Mexico.
The District intends to engage a Project Manager (PM) to provide Construction Oversight Services associated with providing all reports; accounting, including accounts payable and accounts receivable; and follow-up on the technical and administrative aspects of project to NADB, USDA-RD and the District.
The PM will also work with Garver Engineers (Project Design Engineers) on any possible change orders, modifications, new specifications or alterations or any other concerns or problems. The PM will attend and participate in meetings with the District, construction contractors and other project stakeholders and oversee the work of the contractors.
The assignment is expected to start in November 2002 and last 360 days.
Interested firms are hereby invited to submit expressions of interest to participate in the selection process. The selection process will be carried out in accordance with NADB Procurement Policies and Procedures and is open to firms of any country.
The contract will be between the District and the consultant. A short list of qualified firms will be drawn up and formally invited to submit proposals following this invitation. The request-for-proposal (RFP) documents will be published in English only. In order to determine the capability and experience of consulting firms seeking to be short-listed, the information submitted shall include the following:
** A brief description of the company, its organization and services.
** Details of experience on similar projects in the last five years, including a brief description of the activities performed, contract amount, duration of the work, and the Staff who participated.
** Contact name and phone number for a least three of these projects, which have been completed within the last five years.
** Curriculum Vitae (CV) of staff available to work on this project, using the forms available on the NADB"s Website (http://www..nadb.org/english).
Only companies that submit CV's for persons with direct experience in construction management and construction supervision services for similar projects, and the ability to work in English, will be considered. All CV's must be signed by the person described therein and by the legal representative of the company.
