City of Juarez, Mexico, to carry out line survey of water and waste system

The North American Development Bank (NADB) has signed an agreement with the local water utility, Junta Municipal de Aguas y Saneamiento (JMAS), in Ciudad Juarez, Chihuahua to carry out a line survey of the city's water and waste system.


Sept. 18, 2002 -- The North American Development Bank (NADB) has signed an agreement with the local water utility, Junta Municipal de Aguas y Saneamiento (JMAS), in Ciudad Juarez, Chihuahua to carry out a line survey of the city's water and waste system.

This technical assistance project will be financed by a US$450,000 grant from the NADB's Institutional Development Cooperation Program (IDP). The IDP was established in 1997 to assist municipal public utilities in the U.S./Mexican border region achieve effective and efficient operation of their water, wastewater, municipal solid waste, and related services by reinforcing their institutional capacities, and thus creating a stronger financial foundation that will support the development of future infrastructure.

The NADB intends to engage consultants to map a portion of the water and wastewater lines of the city of Ciudad Juarez, Chihuahua, which has a population of approximately 1,100,000 inhabitants.

The purpose of this project is to provide JMAS with up-to-date information on the physical and operational condition of the water and sewage infrastructure within the study area so the utility will be ready to meet the demand for service generated when the large-scale expansion of the distribution system, currently underway, is completed.

The study will be carried out through field inspections of each structure and consists of mapping the specified water infrastructure, including: "x", "y", and "z" coordinates, manholes, and valve boxes; and obtaining information on any special reference points (e.g. hydrants, water tanks, pump stations, lift stations, etc.).

The information collected shall be analyzed, presented in a report and graphical format, and integrated into JMAS' geographical information system (GIS). The study is expected to begin at the end of November 2002 and will take approximately six months to complete.

Interested firms are hereby invited to submit expressions of interest in submitting proposals for this study. Participation in contracts to be financed by the NADB is open to companies from any country. A short list of qualified firms will be drawn up and formally invited to submit proposals following this invitation. Bid documentation and terms of reference will be issued in Spanish only.

Engineering firms interested in carrying out this project must have at least five years of experience in conducting water line surveys and integrating the data into a geographical information system (GIS) for cities of a similar or larger size than Ciudad Juarez.

In order to determine the capability and experience of consulting firms seeking to be short-listed, the following information should be submitted:

-- A company profile that includes organization and staffing.

-- Details of experience with similar or larger assignments undertaken in the previous five years, including a brief description of the activities performed and references (name and telephone) for at least four completed projects.

-- Curriculum vitae of staff that would be available to work on the project. Only the CV's of personnel that have experience in conducting water line surveys and the ability to work in Spanish will be considered.
