• Idaho Power, state sign aquifer recharge agreement -- BOISE, ID, April 12, 2006 -- IDACORP Inc. reports that a stipulation agreement signed yesterday between Idaho Power and the State of Idaho formalizes the parties' joint support of two aquifer recharge water permits, provided they are administered in a manner consistent with state law. The agreement positions the state to move forward with efforts to provide water for aquifer recharge under the two permits in a manner that upholds the utility's water rights and significantly reduces the impact of recharge on its customers. The signing removes one of the perceived obstacles to recharge under these permits and precluded the need for state lawmakers to craft new legislation. The agreement became possible when the state determined, and Idaho Power acknowledged, that the two recharge permits were issued prior to the historic 1984 Swan Falls Agreement, thereby permitting their utilization without violating that agreement...

• Layne Christensen reorganizes water and infrastructure business -- MISSION WOODS, KS, April 10, 2006 -- Layne Christensen Co. and Steel Partners II L.P. announced March 31 they had reached an agreement that will result in withdrawal by Steel Partners of its director nominations for Layne's upcoming 2006 annual meeting. • Alfa Laval receives order from BASF, Dow Chemical for Belgian petrochemical plant -- LUND, Sweden, April 10, 2006 -- Alfa Laval AG announced March 22 it had received a SEK 45 million [US$5.85 million] order for plate heat exchangers to a joint venture between BASF and The Dow Chemical Company. The equipment is to be used in a new petrochemical plant in Antwerp, Belgium. Delivery will take place during 2007. The plant will produce propylene oxide which is used in manufacturing of polyurethanes, propylene glycol, chemical intermediates and textile surfactants. The plant in Antwerp will be the first in the world based on the HPPO technology. The companies are looking into setting up additional plants in Asia and USA using this new technology. The plate heat exchangers form a part of the plant's central cooling system where seawater provides cooling capacity to the plant by cooling fresh water in a closed loop. The freshwater is used as cooling media for the plant's process equipment...

• Delta announces start of revenue from Indramayu facility -- SELLERSVILLE, PA, April 10, 2006 -- Delta Mutual, Inc., specializing in energy recovery and construction services through environmentally-friendly technologies and products, Feb. 23 announced the start of revenue from operations at the Company's first permanent oil sludge processing facility in Indonesia through its Delta-Envirotech subsidiary's local joint venture, PT. Tryhuda-Envirotech. The initial unit is processing oil sludge under a contract with Pertamina, the state-owned oil company in Indonesia. The oil recovered from the processed sludge is being returned to the refinery. For the last half of December 2005, an average of 14 tons of sludge a day were processed. Operations continued to scale up in January. The contracted sludge processing for this order is expected to generate approximately $300,000 of revenue to the joint venture...
