Firms Earn National Design-Build Award for WWTP

Work on the Andover, Kan., wastewater treatment plant earned two Kansas companies the Design-Build Excellence Award. Burns & McDonnell Engineering Co. and CAS Construction were presented the award by the Design-Build Institute of America at the groups national meeting.

Judging criteria included how well projects achieved the owners goals. The Andover project also was judged on how well the design-build approach was used, while special emphasis was placed on the design-teams use of innovation to add value.

In addition to costing less than many comparable plants, water discharged from the plant is being reclaimed for irrigation projects, which cuts down on the water used by the city.

"This project is the perfect example of the advantages of design-build," said Don Greenwood, a Burns & McDonnell vice president and manager of the design-build division. "This is the first municipal wastewater project in the state of Kansas where the design and construction services were selected upon qualifications alone."

The American Water Resources Association is unveiling a new publication entitled Water Resources IMPACT. Written for consultants, community and NGO leaders, government personnel, and other practitioners, IMPACT will focus on current water management problems and programs.

IMPACT will replace the Hydata-News & Views newsletter and will serve as AWRAs vehicle for the dissemination of ideas and solutions to real life situations in water resources management. Each bi-monthly issue will include information on the use, protection, and restoration of water related resources in a non-technical format.

The publication is included in the AWRA membership dues, and is also available as a subscription only service.

Texas City Selects Consultant to Perform Evaluation

The City of Arlington, Texas, has experienced excessive infiltration and inflow in the Fish Creek Drainage Area-Basin 37, located in the southeast quadrant of the city. Arlington Water Utilities has hired RJN Group to perform a Sewer System Evaluation Survey (SSES) of the system.

Texas City Selects Consultant to Perform Evaluation

The scope of services for this contract include installation and maintenance of 12 meters and four rain gauges for a period of 60 days, analysis of the flow data, and hydraulic modeling of 8-inch and larger diameter sewer lines (115,000 LF). GPS surveying, inspection of all access structures, smoke testing of all sewers in the drainage area, dyed water flooding, TV inspection, and a report of findings will also be provided. Hydraulic modeling will be performed using Hydro Works, a dynamic model, to simulate actual sewer conditions for both dry and wet-weather flows. Field testing will be complete in the summer of 1999. A final report with recommendations will be submitted to the City of Arlington in early fall 1999.

Indiana City Teams With EMC for Water and Sewer Work

The City of Evansville, Ind., has announced it is expanding its strategic partnership with Environmental Management Corp. (EMC). The Evansville Water and Sewer Utility Board signed a 10-year contract extension with EMC that expands the companys services to include management of the utility departments engineering and billing/customer service departments.

The city estimates that outsourcing the services to EMC will enable it to save $2.2 million over the life of the contract. The public-private partnership already has saved an estimated $800,000 a year since its inception in 1992.
