Municipal water specialist joins AMEC in North Carolina

Longtime municipal water and environment specialist Paula S. Thomas has joined AMEC's Earth & Environmental office in Raleigh, N.C. where she will help local governments and other clients solve their water resources challenges as a senior consultant.

Raleigh, N.C., October 4, 2002 -- Longtime municipal water and environment specialist Paula S. Thomas has joined AMEC's Earth & Environmental office in Raleigh, N.C. where she will help local governments and other clients solve their water resources challenges as a senior consultant.

"Paula is widely known for her municipal advocacy, practical experience, environmental policy work and regulatory and legislative experience," said Keith Readling, Vice President with AMEC's Greensboro, N.C. office. "Her reputation and expertise are a natural fit for the high-level consulting our clients expect. Her strategic thinking and knowledge of how government organizations work will bring great value to the water resources issues communities are facing today.

Thomas served for the past decade as Manager of Environmental Policy for the North Carolina League of Municipalities, helping municipal governments with environmental issues, especially the proliferation of state and federal regulations.

These included water quality, water supply, infrastructure, stormwater, solid waste, air quality, financing, policy development and program development, compliance and enforcement. In this position, Paula also developed the Storm 2003 project, which is a set of interactive CDs written to assist North Carolina communities prepare applications for stormwater quality permits.

Before joining the League, Paula held many environmental posts, including chief of water resources management for Carroll County, Maryland; environmental health administrator for Gaston County, N.C.; water quality project manager in the Baltimore area; groundwater consultant to the EPA; and municipal wastewater treatment plant superintendent.

"Paula has earned a tremendous level of credibility with environmental regulators, environmental activists, our municipal elected and appointed officials who deal with water and wastewater and other environmental issues, members of the General Assembly, members of the League staff, business and industry trade associations and others," said Ellis Hankins, Executive Director of the North Carolina League of Municipalities.

Paula graduated Cum Laude with B.S. in Biology from Western Maryland College in 1975. She also is a graduate of the Institute of Government, Municipal Administration Program, at the University of North Carolina at Chapel Hill, and is working on her MPA at North Carolina State University.
