Dec. 16, 2003 -- The North American Development Bank (NADB) signed an agreement with the Tijuana water utility, Comisión Estatal de Servicios Públicos de Tijuana (CESPT), concerning the development of a Water and Wastewater Master Plan for the utility, which was completed at the beginning of the year.
The Master Plan recommended a study for the disposal of effluent treated in the plants located in the Tijuana River basin. Therefore, with the remaining Master Plan funds provided by the U.S. Environmental Protection agency (EPA), CESPT intends to perform this study for an estimated cost of no more than US$170,000.
CESPT intends to engage the services of a consultant to perform the treated effluent disposal study. The services will consist of identifying and evaluating alternatives at a conceptual level for the disposal of treated wastewater from the plants located in the Tijuana River basin. The study is expected to begin in April 2004.
Interested firms are hereby invited to submit expressions of interest in participating in this selection process. The selection process for contracts financed with NADB funds will be carried out in accordance with NADB Procurement Policies and Procedures, and is open to firms from any country.
A short-list of qualified firms will be drawn up and formally invited to submit proposals following this invitation. The bidding documents and terms of reference will be published in Spanish only.
Interested companies must have at least five years experience in water studies for public utilities of a similar or larger size. In order to determine the capability and experience of consulting firms seeking to be short-listed, the following information should be provided:
-- A brief description of the company, its organization and services.
-- Details concerning experience with similar or larger assignments undertaken in the last five years, including a brief description of the activities performed and the contact name and phone number for at least four of these projects, which have been completed.
-- Curriculum vitae of staff available to work on this project, using the forms available at http//www.nadb.org/spanish/Procurement/bios/form.htm. The only CV's that will be considered are those for persons with direct experience in organizational projects and the ability to work in Spanish.
Four copies of the above information must be submitted to CESPT at the address indicated below, in an envelope marked "Expression of Interest, BDAN-CESPT-PM-2004-01, Identification and Evaluation of Alternatives for the Disposal of Treated Effluent in Tijuana, B.C." and received by CESPT no later than 5:00 P.M., (PST), on January 7, 2004. Information received after that date and time will not be considered.
