Florida man sentenced for Clean Water Act violation

June 15, 2001--Raymond C. Layne of Jacksonville, Fla., was sentenced to six months home detention, three years probation and a $5,000 fine for violating the Clean Water Act.

Layne, manager of a wastewater treatment plant, admitted to not monitoring wastewater and making false statements to the U.S. Environmental Protection Agency concerning chlorine levels at the plant.

Chlorine is a highly corrosive chemical which must be closely monitored to ensure proper sewage treatment.

The case was investigated by EPA's Criminal Investigation Division and the Florida Department of Environmental Protection. It was prosecuted by the U.S. Attorney's Office in Jacksonville.
