HARTFORD, CT, Sept. 11, 2008 -- The Connecticut Department of Environmental Protection (DEP) hereby gives notice of a tentative determination to renew without modifications the General Permit for the Discharge of Stormwater Associated with Industrial Activity (industrial general permit). A general permit contains discharge requirements, best management practices, monitoring and treatment requirements specific to the discharge category that are designed to protect the waters of the state from pollution. The Commissioner of DEP is authorized to approve or deny such permits pursuant to Section 22a-430b of the Connecticut General Statutes.
The industrial general permit was renewed without modification on October 1, 2007 ("2007 general permit") for one year and will expire on October 1, 2008. On August 1, 2008, a Notice of Tentative Determination ("Notice") to renew the 2007 general permit with modifications was published. DEP is working with stakeholders to address comments on the proposed modifications of the 2007 general permit. Should a final determination to renew the 2007 general permit with modifications not be made by October 1, 2008, DEP is proposing to continue permit authorization for six months by concurrently issuing this Notice to renew the 2007 general permit without modifications for the period beginning on October 1, 2008 and expiring on March 31, 2009.
Current registrants need not submit a re-registration form until the 2007 general permit is issued with modifications and until notified by the Department. New activities regulated by the industrial general permit will need to register prior to the commencement of industrial activities.
If the renewal of this permit (with or without modifications) is not completed by October 1, 2008, current and new registrants are advised that they must continue to operate under the terms and conditions of the industrial general permit issued on October 1, 2007 and may be required to submit individual permit applications.

Prior to making a final decision, the Commissioner shall consider written comments on the proposed renewal of this general permit from interested persons that are received within 30 days of the date of publication of this notice. All comments should be in writing and may be submitted by post, facsimile to (860) 424-4074, or by electronic mail to [email protected]. The Commissioner may hold a public hearing prior to approving or denying this general permit if in the Commissioner's discretion the public interest will be best served thereby, and shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Notice of any public hearing shall be published at least 30 days prior to the hearing.
