HOUSTON, Dec. 1, 2006 -- Lockwood, Andrews & Newnam Inc. (LAN) is pleased to announce the appointment of Joseph E. Paxton as manager of environmental services. In this role, Paxton will be responsible for providing management services and documentation compliance with the National Environmental Protection Act (NEPA) for LAN's clients.

Paxton joins LAN following a distinguished career spanning more than three decades in environmental planning for the U.S. Army Corps of Engineers. During his tenure, he managed multi-million dollar federal projects and was responsible for the development of environmental impact statements, evaluation of biological, cultural, and socio-economic conditions, and coordination with various government and municipal agencies as well as the general public.

His accomplishments include receiving the Commander's Award for Exceptional Civilian Achievement and the Southwestern Division Planning Achievement Award for leading a team in the production of a programmatic environmental assessment and a ten-year development plan for Lake Lewisville, Texas. This environmental assessment and plan produced the first-ever water-borne recreation use limit for a lake managed by the U.S. Army Corps of Engineers and has since been used as a model of development at other lakes under their purview.

A third-generation native of Fort Worth, TX, Paxton also served with the U.S. Air Force from 1966 to 1970 and attained the rank of captain. He holds a bachelor's and master's degree in biology from Texas Christian University.

"We are thrilled to have Joseph Paxton on our team," said LAN President Dennis Petersen. "His wealth of knowledge and management expertise in all aspects of environmental services will be invaluable to our clients and business groups."
