WASHINGTON, DC, Dec. 16, 2010 -- Federal and state officials expressed support for the latest plan for restoring California's freshwater delta and meeting the needs of farmers and Southern California cities.

The plan involved the construction of two underground tunnels that would deliver water from north of the delta to the south. It would cost about $13 billion and take about 10 years to construct.
