Texas approves $29M for water, wastewater projects

Four areas' water, wastewater, and flood projects will see a total of over $29 million in financial assistance, thanks to the Texas Water Development Board's approved funding.

The Texas Water Development Board (TWDB) has recently approved financial assistance totaling $29,784,375 for four regions’ water, wastewater, and flood projects.

  • $14,600,000 for a flood mitigation project in the city of El Paso
  • $10,235,000 for wastewater system improvements in the city of Henrietta
  • $4,625,000 for drinking water system improvements in the city of Dorchester 
  • $324,375 for a watershed flood protection project in Wharton County

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.

The city of El Paso’s $14.6 million in funding consists of $9.5 million in financing and $5.1 million in grant funding from the state’s Flood Infrastructure Fund.

The assistance will help El Paso’s Public Service Board to finance the construction of a flood mitigation project. The Board will construct a pair of detention basins to reduce flooding of major streets and increase safe traffic flow in northeast El Paso.

The city of Henrietta’s $10.2 million in financial assistance will help the city finance the planning, design, and construction of wastewater system improvements.

Henrietta plans to decommission two existing wastewater treatment plants and construct a new plant. The consolidation to a new plant also requires the construction of new sewer lines and two lift stations to interconnect the two collection systems.

The city of Dorchester’s $4.6 million will help the city finance the planning, design, and construction of water system improvements. Dorchester plans to install a groundwater well, two new pump stations, disinfection equipment, and approximately 20,000 linear feet of distribution pipelines.

Lastly, $324,375 in funding to Wharton County will support watershed flood protection planning studies. The county will use the assistance to expand a current study area to include the adjacent watersheds with interrelated flooding issues. The study will better inform the development of structural and nonstructural watershed management strategies.

The TWDB previously committed funding in December 2020 for the study of the Caney Creek HUC-10 watershed and, with the funding approved today, the county will expand the project study area to include the adjacent Linnville Bayou and East Matagorda HUC-10 watersheds.
