Texas approves $670M for drinking supply, improvement projects

The Texas Water Development Board approved $670,975,000 through its SWIFT program for eight communities’ water infrastructure improvement projects.

The Texas Water Development Board (TWDB) has approved financial assistance totaling $670,975,000 to eight communities for State Water Implementation Fund for Texas (SWIFT) projects.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.

The SWIFT program includes two funds, the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Revenue bonds for the program are issued through SWIRFT.

The approved funds are as follows:

$255,000,000 to the Tarrant Regional Water District

The District will use the assistance for the construction of a water supply project. With the assistance approved, water from Lake Palestine will be connected to the Integrated Pipeline, a joint project between the District and City of Dallas to meet future water demands. Once this final segment of the Integrated Pipeline is completed, the overall project will provide an additional 350 million gallons of raw water per day to the District’s and the City’s service areas.

The District has previously received financial assistance commitments from the TWDB for the IPL project, including $101,620,000 in financing from the Water Infrastructure Fund in 2010 and $440,000,000 in financing from the State Water Implementation Revenue Fund for Texas (SWIRFT) in 2015.

$250,800,000 to the City of Dallas

With the assistance approved today, the City will implement its water main replacement program. Approximately 40 miles of small diameter water main pipeline will be replaced or rehabilitated annually. Additionally, the City will replace the Lake June Pump Station and reservoirs and upgrade the transmission system between the East Side Water Treatment Plant and the Summit Ground Storage Tanks in Cedar Hill.

$112,335,000 to the Guadalupe-Blanco River Authority

The Authority will use the assistance for the planning, acquisition, design, and construction of a regional water supply project. The project will add seven wells to an existing well field and three nearby wells to produce additional groundwater to serve its participants and those of the Alliance Regional Water Authority.

The Authority will also construct new transmission lines to convey treated water from the Lockhart Water Treatment Plant to a new ground storage tank and booster pump station northwest of Lockhart. Additional transmission lines will connect the station to new and existing participants. Additionally, the Authority will increase the water treatment plant’s capacity by 10.3 million gallons per day to 28.6 million gallons per day.

$18,110,000 to the Greenbelt Municipal and Industrial Water Authority

The Authority will use the assistance for the planning, acquisition, design, and construction of a water supply project. The project will construct three water wells, well field piping, electrical distribution equipment, and a 12-mile transmission line to transport the water to its existing water treatment plant. The project will help meet the Authority’s wholesale customers’ current and future needs.

$14,500,000 to the City of Fulshear

The City will use the assistance for the construction of a water supply project. The project will construct a new groundwater plant to increase its water supply. The project includes drilling a new well and building a storage tank and booster pump station for future surface water delivery from the North Fort Bend Water Authority. Additionally, an asset management plan will be developed for this facility.

$10,000,000 to the Alliance Regional Water Authority

The Authority will use the assistance for the construction of a regional water supply project. The project will extend a water transmission line to connect points in and near Kyle, Texas, to a booster pump station. This is part of a multi-phase regional project, of which phase two is currently under construction by the Authority and the Guadalupe-Blanco River Authority, to meet growing water demands in the area. Phases 1 and 2 were funded by the SWIFT program in 2017 and 2020.

$7,525,000 to the Greater Texoma Utility Authority

The Authority will use the assistance for the planning and construction of water system improvements. The project will expand the capacity of its pumping station by adding a fourth pump and improving the existing three pumps. The project also includes a 500,000-gallon ground storage tank, a backup generator, supervisory control and data acquisition upgrades, and any required repairs to the existing pumps identified during construction.

$2,705,000 to the Greater Texoma Utility Authority

The City will use the assistance for the planning, design, and construction of a water conservation project. The project will replace more than 4,500 linear feet of pipeline. The project will decrease system repairs, increase reliability, and result in the conservation of approximately 6 million gallons of water per year.
