Stimulus funds for infrastructure are already starting to flow. For water/wastewater facilities, the looming opportunity is very real–and very challenging. Funding has often been promised in the past. And there has never been a shortage of unfunded mandates. But things are different this time. Federal funding is about to be made available on a scale not seen in this country in a long time.
