Insituform Technologies announces two executive promotions

ST. LOUIS, June 26, 2005 -- Insituform Technologies, Inc. has promoted Thomas E. Vossman from area vice president for the southwestern United States to senior vice president and chief operating officer. Insituform also has promoted Tim Minahan from chief information officer to vice president and chief information officer.

Vossman joined Insituform in January of this year, quickly spurring new successes in the southwestern region for which he was responsible. He came to Insituform from Houston-based H & T Enterprises, LLC, a consulting firm that serves the commercial/residential construction, recycling, fabrication and home service industries. His executive experience includes serving as senior vice president of Houston-based American Residential Services, where he led and managed 19 ARS heating/ventilation/air conditioning (HVAC) construction/service companies. Previously, he was regional president for the southern United States of Houston-based Encompass Service Corporation, and spent 10 years with the U.S. Army Corps of Engineers.

In his new position, Vossman will work with a leadership group focused on enhancing Insituform's market. A licensed Professional Engineer, he has a master of science degree in engineering/economic systems from Stanford University, and a bachelor of science degree in operations research/systems analysis from the U.S. Military Academy.

Minahan joined Insituform in 2003 from Charlotte, N.C.-based J.A. Jones Inc., an engineering and construction firm, where he had been vice president of corporate information technology for 10 years. Prior to joining J.A. Jones' IT operation in 1985, he worked in accounting management in the construction and petroleum industries.

Since joining Insituform, Minahan has led substantial improvements in the company's Information systems, including new applications development and network uptime. He's responsible for operational and strategic leadership of networks, help desk, enterprise resource planning, policy, technology planning, telecommunications and related vendor management.

He has a master of business administration degree from the McColl Graduate School of Business at Queens College, Charlotte, N.C., and a bachelor's degree in business and public administration from the University of Virginia College at Wise.
