July 8, 2002 -- The town of Patagonia, Ariz., has requested help from the North American Development Bank (NADB) to fund wastewater treatment and collection system upgrades.
The town requested help from NADB through its EPA-funded Border Environmental Infrastructure Fund (BEIF), which will be used to finance part of the costs associated with wastewater treatment facility replacement and sewer collection system improvements in Patagonia, Arizona.
The town of Patagonia is a small residential community located in Santa Cruz County, approximately 20 miles from the US/Mexican border. The closest main cities to Patagonia are Tucson, approximately 80 miles to the north, and Nogales, about 20 miles to the southeast.
According to available data from the 2000 Census, the estimated current population of Patagonia is 935 residents, of which most are low income. The total estimated cost of the project is approximately $1.9 million. In addition to the BEIF funds from the NADB, the project will also be funded with a grant from the USDA Rural Development Agency, a grant from the Arizona Department of Commerce Community Development Block Grant (CDBG), and a loan from the Water Infrastructure Finance Authority (WIFA).
The project is an effort to replace the town's wastewater treatment facility, which is beyond its design life and beyond 80% of plant capacity, putting it outside of treatment compliance with the Arizona Department of Environmental Quality (ADEQ). The project was certified by the Border Environment Cooperation Commission (BECC) on September 14, 2000.
Currently, design of the WWTF is 80% complete. Bidding for the projects is anticipated to begin in the third and fourth quarters of 2002, respectively. Bid documents will be published only in English.
For works financed with NADB funds, the town of Patagonia will carry out bidding processes consistent with NADB Procurement Policies and Procedures. Participation in these bidding processes will be open to companies from any country.
