Earth Tech wins new wastewater contract in Washington

Oct. 26, 2000
Earth Tech announced that the city of Quincy, Washington has awarded it a contract valued at more than $50 million.

LONG BEACH, Calif., Oct. 23, 2000 (PRNewswire via COMTEX) — Earth Tech, a unit of Tyco Flow Control, today announced that the city of Quincy, Washington has awarded it a contract valued at more than $50 million.

The contract is the first "Design/Build/Finance/Operate" (DBFO) contract ever awarded for a wastewater treatment project in Washington State. Earth Tech will be responsible for the design, construction, finance and long-term operation of two city-owned wastewater facilities, one for municipal wastewater treatment and the other for industrial wastewater.

Specifically, Earth Tech will assume responsibility for design and construction of all capital improvements to the two existing facilities and will operate and maintain the two plants under a 20-year service agreement. Earth Tech will also provide the requisite financing to complete the facility upgrades necessary to meet the new state standards.

Through its public-private partnership approach to this project, Earth Tech offered an affordable solution to the city of Quincy that will improve its wastewater facilities, achieve compliance with new regulations, and support local industry growth.

"This is a big step in the right direction for Quincy," said city mayor, Dick Zimbelman. "It was no longer feasible for the city to do it. Privatization seem to be the way our cities will be going, and I believe more will be doing this in the future."

The agreement allows for the city to retain ownership of the facilities, while Earth Tech assumes responsibility for regulatory compliance and cost of operation.

"We're very pleased to be able to use our expertise, experience and financial strength to assist the city of Quincy," stated Diane C. Creel, President of Earth Tech. "This partnership is a win/win for Earth Tech and the city of Quincy. It clearly exemplifies Earth Tech's strategy to be a worldwide leader in the design, build, finance and operation of water and wastewater treatment plants and systems."
