LONG BEACH, Calif., April 5, 2001 — Tyco Flow Control, one of the major business units of Tyco International Ltd., today announced that its Earth Tech, Inc. unit was selected by the city of Glens Falls, New York to provide design/build/operate (D/B/O) services for the construction of a new water filtration treatment plant, upgrades to the city's wastewater treatment plant, and operations and maintenance (O&M) of both plants for 20 years.
The contract is valued at $65 million over 20 years. The city is under an Administrative Consent Order to improve the drinking water quality for its 5,200 customer accounts and to make odor control improvements at the wastewater treatment plant.
"Glens Falls' decision to have Earth Tech design, build and operate their water treatment system demonstrates the continued growth in public/private partnerships," said Diane C. Creel, president of Earth Tech. "As a single- source provider, the efficiencies and cost-savings Earth Tech can provide Glens Falls form a strong foundation for a long-term solution to the city's water treatment needs."
The wastewater treatment plant currently has an average daily inflow of 5.5 mgd. The new water treatment plant will have a design capacity of seven mgd. The construction of the new direct filtration water treatment plant will save the city approximately $4 million over conventional engineering and construction approaches. The new facility will incorporate two adsorption clarifier units, four filters, process pumps for filtered water, backwash and equalization, chemical feed systems, below grade tanks and ancillary equipment.
Earth Tech is also under contract to make efficiency improvements to the wastewater treatment plant. It will install 4,100 residential water meters and implement leak detection and water audits to improve the efficiency of the city's water distribution system.
