"South Africa's expanding urban population has led to a rapid increase in effluents, thereby putting pressure on the existing wastewater plants," notes Frost & Sullivan Research Analyst Shupikile Mastara. "The existing wastewater treatment plants are failing to cope with the sharp increase in wastewater volumes."

The average lifespan of a wastewater treatment plant ranges between 15 and 20 years, and this depends on the plant's maintenance routines. Unfortunately, routine maintenance has been lacking at most of the municipalities' wastewater treatment plants, causing further damage to the plants.

"Since funding has not been made available on time, a number of municipal wastewater plants have gone for long periods without proper maintenance," explains Mastara. "The use of PPPs is a viable way of ensuring that projects are funded and completed on time."
