• The DBO project for Clovis, Calif., recognized by Environmental Business Journal
DENVER, CO, Jan. 16, 2009 -- An innovative design-build-operate wastewater treatment/water reuse project developed by CH2M HILL earned a 2008 Environmental Business Journal Business Achievement Award.
The wastewater treatment/water reuse facility, commissioned by Clovis, Calif., will relieve the demand on underground and surface water supplies and will provide recycled water for irrigation, especially as the region's population continues to grow. The $40 million facility will begin operations in March.
"Clovis partnered with CH2M HILL to build this facility with innovative technology, which makes it a great neighbor, provides recycled water and also reduces costs throughout the life-cycle of the equipment," says Dave Jones, CH2M HILL Vice President. "The EBJ Business Achievement Award honors the commitment the city has shown to the environment and its citizens."
The 2.8 million gallons per day (mgd) plant uses low-pressure, high-output ultraviolet lamps for disinfection that require one-third the amount of energy compared to other ultraviolet options. Membrane bioreactors provide the opportunity for better automation, reduced facility size and treatment performance. Additionally, the patented Cannibal™ sludge reduction system will reduce the amount of biosolids significantly and is the largest application of the technology to date in California.
The design-build-operate contract was a departure from Clovis' normal customary procurement method and provided opportunity to consider investments over the life of the contract. The single-source alternative helped overcome current market conditions to finance the project at a competitive price. CH2M HILL OMI will operate the facility for 10 years and provide support for potential second and third phase expansions that would increase the daily capacity to 8.4 mgd.
Other noteworthy features include reduced physical presence, advanced odor treatment, landscaping and Prairie-Style architecture to create a neighbor-friendly treatment plant.
The EBJ Business Achievement Awards are awarded annually for projects that support the environmental industry. CH2M HILL won in the technology merit: water/wastewater category.
