SANTIAGO, Chile, Nov. 15, 2010 -- As part of a government strategy to stimulate social and economic development in Chile's arid northern region, officials are working on an ambitious $3.85 billion plan to pipe freshwater about 600 miles via an undersea pipeline.

Experts have said that using fresh water from southern resources would be more economically feasible than investing in desalination.
