Mexico/U.S. border town requests assistance for wastewater projects

A water utility in Ascenci�n, Chihuahua, Mexico, has requested help from the North American Development Bank through its EPA-funded Border Environment Infrastructure Fund (BEIF).

June 6, 2001--The water utility, Junta Rural de Agua y Saneamiento (JRAS) de Rodrigo M. Quevedo, in the municipality of Ascenci�n, Chihuahua, has requested assistance from the North American Development Bank (NADB) through its EPA-funded Border Environment Infrastructure Fund (BEIF), which will be used to finance part of the costs associated with improvements to the wastewater collection and treatment system of Rodrigo M. Quevedo, Chihuahua.

The city of Rodrigo M. Quevedo is located in the northwestern portion of the State of Chihuahua, Mexico, across the border from Luna County, New Mexico.

In 1999, the city's population was estimated at 7,460, with an annual growth rate of 4.64 percent.

The purpose of this project is to increase sewage coverage and provide wastewater treatment services to the residents of Rodrigo M. Quevedo through the rehabilitation and expansion of the sewage system and the construction of a wastewater treatment plant.

The project was certified by the Border Environment Cooperation Commission on December 7, 2000, and consists of two construction phases with an estimated cost of US$5.2 million. The estimated cost of Phase I is US$ 4.0 million.

This phase began in 1996, with projects financed by JCAS and JRAS, and is expected to be completed in 2002. The NADB intends to sign a US$1.9 million grant agreement in June 2001 for the first phase of the project to be used for construction and construction management. The final cost associated with Phase II, which is scheduled to be carried out between 2010 and 2012, will be determined prior to 2010.

Bidding for projects financed by the NADB will be carried out by the JRAS in accordance with the NADB procurement policies and procedures. The bidding process will begin as soon as the grant agreement is signed. Participation will be open to firms from any country.
