City of El Paso, Texas, solicits bids for private wastewater and water lines installation project

The Lower Valley Water District has received a grand from the North American Development Bank (NADB) for a project to put in private wastewater and water lines in this part of the El Paso area.

August 21, 2001 — The Lower Valley Water District has received a grand from the North American Development Bank (NADB) for a project to put in private wastewater and water lines in this part of the El Paso area.

To do the project, the Lower Valley Water District will use part of a grant from NADB through its Border Environment Infrastructure Fund (BEIF) which is funded by contributions from the U.S. Environmental Protection Agency (EPA).

The project involves furnishing and installing approximately 91,750 linear feet of 4-inch PVC sewer pipe; 8,975 linear feet of 2-inch PVC sewer pipe; 8,100 linear feet of 4-inch PVC vent pipe; 2,600 linear feet of 6-inch PVC sewer pipe; 225 - 3/4 inch (ball valve, dual check valve, pressure regulator and plastic valve cover) assemblies; 20,220 linear feet of 3/4-inch copper tubing; trench safety; testing; tie-ins; mobilization; start-up; warranty services; and other miscellaneous appurtenances, fees, and services necessary for a complete and operable project. In addition, the city wants to decommission 1,150 septic tanks.

Bidding for contracts to be financed with the proceeds of a grant from the NADB will be carried out in accordance with NADB Procurement Policies and Procedures and is open to firms from any country.

To be qualified for the award of a contract, bidders must satisfy the following minimum criteria:

a) The Bidder must demonstrate successful completion during the last five (5) years of at least one project comparable in nature and scope to this project and one project with a dollar value of at least one-third (1/3) of the value bid for this project. b) At least two key personnel, and their potential alternate, employed by the bidder must have a minimum of five (5) years experience in similar construction projects. The bidder must have an employee, to be dedicated to this project, who is experienced in scheduling, with demonstrated ability in employing scheduling techniques similar to those to be used for this project. c) Bidder must comply with Title 22, Part XVII, Chapter 367, Section 3 of the Texas Administrative Code (full provisions attached at end of Section 100) and dedicate to the project at least one responsible Master Plumber holding a current Texas Master Plumber's License who has at least five-(5) years experience with similar work.

Contract documents may be examined and obtained at the Purchasing Department of the El Paso Water Utilities, Public Service Board, at the address indicated below , upon a payment of $25.00 in cash or check payable to the El Paso Water Utilities - Public Service Board. This payment represents reproduction costs and is non-refundable. If requested, the documents will be promptly dispatch by courier at the expense of the bidder, but no liability can be accepted for loss or late delivery. Bid documents will only be published in English.

A pre-bid meeting will be held on September 14, 2001 at 10:00 A.M. at the El Paso Water Utilities, Third Floor Conference Room, at the address indicated below .

A Bid Bond or other security such as a cashier's check in the amount of five percent of the bid amount must accompany all bids. Bid Bond to be issued in favor of the Owner.

Bids must be delivered or mailed to the Program Manager's Main Office at the address indicated below by 2:00 P.M., local time, October 5, 2001, at which time they will be opened in the presence of the bidders' representatives who wish to attend.

This Invitation for Bids follows the General Procurement Notice for this project, which was published in the Development Business # 491 on July 31, 1998 and NADBank News on July 1998.

A register of potential bidders who have purchased the bidding documents, may be inspected at the address indicated below .

Wages paid on this project may not be less than the minimum Davis-Bacon wage rates listed in the Contract Documents.
