Polk County, Florida selects Hansen for permit and land management solution

Hansen Information Technologies announced that Polk County, Florida has selected Hansen's Permit and Land Management Solution to manage the land development, permitting, inspection, and contractor licensing activities within the County.

Sacramento, Calif., March 9, 2001 — Hansen Information Technologies announced that Polk County, Florida has selected Hansen's Permit and Land Management Solution to manage the land development, permitting, inspection, and contractor licensing activities within the County.

The new modules will be integrated with the County's Infrastructure and Work Management system that is currently in place to manage the daily work activities within the County. The Hansen solution was selected based on system functionality and the ability to easily integrate the new system with existing data that is shared among numerous County departments.

While a number of competing products were evaluated, "Hansen had the system that best fit our needs," said Bob Matsell, Director of Building Inspections. The enterprise solution will provide a central database for addresses, citizen information, and county maintained assets that can now be shared between the Building, Planning, Development, Parks & Recreation, Utilities, and Transportation departments.

Having the shared data in a single location will improve the operating efficiency of the County and eliminate the need to develop costly interfaces between different systems. The County is currently responsible for maintaining 2,500 miles of roads, 480 miles of water main, 246 miles of sewer main, and will be processing 34,000 annual building permits, and the licensing of over 4,000 contractors within the County.

Being able to share data between departments is especially important in Florida where State law requires counties to ensure the infrastructure is in place to support a development project before approval is granted.

This "concurrency management" requirement means the Planning Department must obtain data on water supply, wastewater and stormwater capacity, and street and traffic information, and make sure all requirements are met before development can begin. Hansen's Land Management solution will be replacing a system that was developed specifically for Florida counties and the stringent requirements within the State.

The implementation of the new system will include project management, data conversion, training, and system installation on the existing Oracle database running on a Windows NT server. The project will also include the installation of an Interactive Voice Response (IVR) system that will be used as an additional tool to increase the level of citizen services in the County.

The entire project is expected to take less than nine months. Future projects will include interfacing the system to the County's GIS system from ESRI, and an interface to the County's Web site using Hansen's DynamicPORTAL product for online permits, license applications and renewals.
