Calif. Gov. overhauls L.A. County water board following mismanagement allegations

SACRAMENTO, SEPTEMBER 21, 2016 -- The LA Times is reporting that Calif. Governor Jerry Brown has signed two bills that would overhaul operations at one Los Angeles water department.

The Central Basin Municipal Water District in Commerce has been plagued for years by political scandal and allegations misuse of district funding. A state audit conducted last year found "widespread mismanagement of the agency," which serves 2 million throughout southeast Los Angeles County.

One measure, authored by Assemblywoman Cristina Garcia (D-Bell Gardens), will make changes to the district’s governing board; while the other, by Sen. Ricardo Lara (D-Bell Gardens), restricts the use of sole-source contracts, among other changes. Both bills would require changes to the board's ethics rules.
