DETROIT, MI, Dec. 15, 2010 -- Indictments handed out in Detroit allege that former Mayor Kwame Kilpatrick and former water chief Victor Mercado held up millions of dollars in water and sewer contracts after bidders refused to steer contracts to a contractor and longtime friend of Kilpatrick.

Metro Detroit leaders who fought with the Water Board for many years were reportedly not surprised by the allegations and expressed hope that the charges lead to sweeping changes in the water department.
