WorldWater Corp. appoints Dr. Guy Phillips to new position of president and CEO of California division

WorldWater Corp. announced that Dr. Guy D. Phillips has been named president and CEO of WorldWater-California and that Roger Williams is the Director of Operations, two new appointments to the California division of the solar and water engineering company.


PENNINGTON, N.J., March 10, 2003 -- WorldWater Corp. announced that Dr. Guy D. Phillips has been named President and Chief Executive Officer (CEO) of WorldWater-California and that Roger Williams is the Director of Operations, two new appointments to the California division of the solar and water engineering company.

The two executives will manage and coordinate the corporation's business activities in California, according to Quentin T. Kelly, Chairman and CEO of WorldWater Corp.

Dr. Guy D. Phillips, Ph.D. in Economics and Law, is well known in California in both energy and water fields.

As recent Chief Consultant to the Speaker pro Tem of the California State Assembly, he helped combat the state's energy crisis by writing 20 legislative bills on renewable energy policy and programs, utility regulation, fuel supply, wholesale market restructuring and electric rates that served as the foundation of the Legislative Leadership's response to the energy crisis.

Through these activities and his position in state and international energy initiatives for more than two decades, he is thoroughly familiar with the state's laws on rebates, net metering and tax incentives. Altogether through the years, Dr. Phillips has written over 60 energy-related bills, including many recommending renewable energy solutions.

His water experience includes his position as a Principal Partner of an engineering, legal and economic firm specializing in water resource management, particularly regarding hydroelectric projects. For many years he has been closely involved with hydroelectric licensing proceedings with FERC (Federal Energy Regulation Commission).

Since 1984 he has been President and Chairman of Energy Resources International, Inc., a renewable energy project developer (including international hydroelectric power plants), assisting 32 nations with particular emphasis on public-private partnerships for project financing and development.

From 1979-81 he was Assistant Secretary for Resources, State of California, which Agency was responsible for water, air and energy resource planning and management.

In his capacity as President and CEO of WorldWater-California, Dr. Phillips will work with Kelly and Headquarters executives to design and manage new organizational structures to operate the division.

Roger Williams, new Director of Operations of the California division, holds a Masters Degree from Yale School of Forestry and Environmental Studies with added studies at the Yale School of Management. Upon graduation from Duke University in 1991, he joined the Peace Corps and served in Guatemala and Paraguay.

Recently, he has been an independent contractor with Occidental Power in San Francisco, managing PV system growth and business for the alternative energy company. Earlier, he was a trader for Cantor Fitzgerald's CO2 emissions reduction trading program in New York.

He also worked as an IT analyst for Mellon Trust in Massachusetts and was a consultant for the United Nations Development Program on public-private partnerships.

In his role as Director of Operations, Williams will assist Dr. Phillips in implementation of WorldWater-California's business plan and programs.
