The approximately 90-page Developing Water Reuse Regulations: A State-Level Guide provides a framework for navigating the rulemaking process, including different regulatory pathways, phases of regulatory development and strategies for stakeholder engagement. The guide is intended to support both development of new regulations and updates to existing reuse requirements.

Rather than prescribing a single regulatory approach, the guide provides practical tools, case studies and questions intended to help stakeholders evaluate options based on local conditions. Case studies from California, Florida and Washington highlight different approaches to water reuse regulation and lessons learned from their implementation.

More than 200 stakeholders from utilities, regulatory agencies, consulting firms and industry organizations contributed through workshops, meetings and focus groups during development of the guide. WateReuse said the input was used to address challenges practitioners encounter during the regulatory development process.

The guide was funded by WateReuse with additional financial and technical support from the Association of Metropolitan Water Agencies, American Water Works Association, National Association of Clean Water Agencies and Water Environment Federation. Brown and Caldwell led development of the resource in collaboration with Hazen and Sawyer.

WateReuse said the guide is intended to be an evolving resource, with additional webinars and conference presentations planned to support its use as states develop water reuse programs.
