Bruno Pigott, executive director of the Water Reuse Association, explains that the guide was developed in response to the uneven patchwork of reuse regulations across the United States. Drawing on lessons learned from reuse rulemaking efforts nationwide, the guide provides a centralized framework that states can use whether they are modifying existing regulations or developing entirely new programs.

Tricia Kilgore, director of innovation and technology leadership at Beaufort Jasper Water and Sewer Authority and a member of the guide's Technical Advisory Committee, discusses how utilities can use the framework to engage regulators and stakeholders earlier in the process. She highlights South Carolina’s efforts to expand reuse opportunities beyond irrigation and explains how the guide helps states tailor regulations to their unique needs.

The conversation also examines common regulatory challenges, the importance of identifying local drivers for reuse, lessons learned from the guide’s collaborative development process involving more than 200 stakeholders, and the need for public engagement, collaboration, and long-term planning to advance water reuse nationwide.
